Hi Victor,

  1. I don’t emphasize bottom-up because in P2P there is no top or bottom, just peers. So you could think of it as grassroots, but it’s not really going “up” because there isn’t the same kind of power hierarchy. I’m not saying there won’t be structures and emergent natural “archies” but they won’t be holy (hieros) orders, they’ll be adaptive and evolving.
  2. Yes! I think the “tragedy of the commons” came from the pretense that “not privately owned” = public. That’s simply not how commons have worked for the thousands of years prior. It functioned with pluralities of people sharing the commons and mutually enforcing responsible behaviors. So, yes, we will need to be building new kinds of commons, with membranes to membership. Some of those membranes may be easy to enter, but if kicked out for abuse of the commons, not so easy to get back in.
